 The Localism Act 2011 requires the Council to publish an Annual Pay Policy Statement; this report will review the current Pay Policy statement ensuring it is up to date and reflects the council’s approach to pay.The council also takes this annual review as an opportunity to review the rates of the Ashford Living Wage Allowance (ALWA) and the Ashford Apprentice Wage Allowance (AAWA). This report therefore provides recommendations on rates for the 2017/18 allowances.
 Annual Pay Policy Statement 
7.At the mid-way point in the Council’s agreed Corporate Plan 2015-2020 now is a good time to take stock of progress on key projects and set the direction for future work. This report provides an update on the current progress of the projects within the Delivery Programme. As well as the ‘Big 8’ projects it also includes other strategic projects that contribute to the Council’s four corporate plan priorities. Highlighted in the report are upcoming projects that are expected to be included in the Programme in the second half of the Corporate Plan period.

8.Following previous cabinet papers in October 2015 changes in February 2016 and conclusions to East Kent merger discussions in 2017 a revised senior management structure is proposed for Ashford Borough Council. The proposed structure seeks to further enhance cross functional working improve resilience increase capacity at senior levels and improve the drive for the authority to take a more commercial approach in the delivery of public services.
 Senior Management Restructure 
9.At the end of last year the Pluckley Neighbourhood Planwas the subject of an independent examination and subjectto a number of amendments was considered suitable toprogress to a local referendum. On 9th March 2017 theamended and final version of the Neighbourhood Plan wasthe subject of a local referendum in the parish and 88.2%voted in favour of the plan.Following the successful referendum it is now the LocalPlanning Authority’s responsibility to formally ‘make’ (i.e.adopt) the Plan which will confer full Development Planstatus for decision making purposes. Formally ‘making’ theNeighbourhood Plan must be agree by Full Council so thisreport recommends that the Cabinet endorse theNeighbourhood Plan and ask Full Council to ‘make’ it.
 Pluckley Neighbourhood Plan 
10.This report comprises the Council’s response to the main points arising from the recently published Housing White Paper ‘Fixing Our Broken Housing Market’. It highlights and addresses those matters which may potentially have significant implications for the Local Plan and housing delivery through the planning system generally. The report also sets out comments on main topic issues that will comprise a formal response to the Government.
