| The report provides an overview of the principal newfunctions for scrutiny arising from the Local Government andPublic Improvement in Health Act 2007 and the Police andJustice Act 2006 and advises of the need to amend theTerms of Reference of the Overview and Scrutiny Committeeto take account of these changes together with otherconsequential changes to the Council’s Constitution.The Local Government and Public Involvement in Health Actalso contains provisions relating to changes in the operationof executive arrangements.
