| Primarily this report seeks the committee’s approval to amendthe council’s contract procedures rules following therecommendation of Cabinet last December that agreedchanges to the rules governing the procurement of externalexpertise (formerly described as the ‘use of consultants). Theamendments follow on from internal audit reviews andrecommendations also of the Overview and ScrutinyCommittee. They are designed to more adequately reflectthe types of work for which external expertise is engaged andensure that adequate justifications and approvals are inplace. The amendments introduce revisions to the‘exceptions’ to contract procedure rules (the occasions whenthe rules governing seeking quotations or tenders may bewaived – called ‘single supplier sourcing’) including a newprocess for recording such decisions and for seekingapprovals in certain instances. Both sets of change aredesigned to provide reasonable and proportionatesafeguards and to satisfy accountability issues including ourtransparency commitment.Some other minor amendments are also proposed that areunrelated to the above. Please note however that this reportdoes not follow on from a more general review of theprocedural rules; this will be carried out later in the year. | |
